WebP to PDF

Bundle WebP images — a format increasingly common from modern cameras, screenshots and web downloads — into a single PDF. Same controls as Image to PDF: page size, orientation, and images-per-page. Like Image to PDF, this runs on-device, so it works even without an internet connection once the page has loaded.

HEIC to PDF (Pro)

iPhones save photos in HEIC format by default, which many non-Apple apps and older software can’t open directly. This tool decodes HEIC images and combines them into a PDF, with the same page size, orientation and per-page controls as the other tools. HEIC decoding is more processor-intensive than JPG or PNG, and not every browser handles it consistently, so this tool runs server-side rather than on-device. Files you upload are used solely to generate your PDF and are automatically deleted within 1 hour of processing.

How to convert images to PDF

1. Open the tool that matches your image format (Image to PDF works for JPG, PNG, WebP and HEIC; WebP to PDF and HEIC to PDF are format-specific shortcuts).
2. Upload or drag in the images you want to combine, in the order you want them to appear.
3. Choose a page size and orientation that fits your content — A4 or Letter for documents, landscape for wide photos.

On-device vs. server-side processing

Most tools on ToolsVale process files locally in your browser using your device’s own processing power. Nothing is uploaded, there’s no file size limit imposed by a server, and the tool keeps working even if you lose your internet connection partway through, because the conversion never depended on it.

A small number of tools — like HEIC to PDF — need server-side processing because the format requires decoding libraries that aren’t reliably available across every browser and device. Are PDF passwords or encryption preserved?

Tools that read encrypted PDFs will prompt you for the password locally in your browser — it is never sent anywhere. If a tool creates a new PDF from your files, it produces an unencrypted output by default; use a dedicated encrypt tool if you need password protection on the result.

Can these tools handle scanned PDFs with images?

Yes. PDF tools work with both text-based and image-based (scanned) PDFs. Note that image-based PDFs will not have selectable text unless run through OCR first.
